PRINCIPALS
Steve
Knuth
Steve Knuth brings twenty years of government
relations background and expertise in issue advocacy
to bear for his clients. He is President and Owner
of Public Affairs Company, a St. Paul-based
government relations firm which also has offices in
Madison, WI, Sioux Falls, SD, Des Moines, IA and
Washington, DC.
Steve currently provides alliance development
services throughout the United States for PhRMA, and
has coordinated efforts with voluntary health
associations to launch and cultivate more than a
dozen statewide Healthcare Access Networks.
Additionally, Steve manages an eight-state region
for the Healthcare Leadership Council.
Throughout his career, Steve has successfully
managed grassroots campaigns on Superfund reform,
civil liability, aviation regulation, health care,
and technology issues. Additionally, Steve has
managed numerous political campaigns ranging from
County Attorney to U.S. Senate.
In addition to his political background, Steve
earned public policy experience working for
Congressman Jack Kemp and the office of the Governor
of South Dakota.
Steve has a B.A. in Public Administration from the
University of South Dakota. He and his wife Jennifer
reside in the Twin Cities.
Scott
Cottington
Scott Cottington is a general political consultant,
media buyer, and occasional media producer. He has
been in the business of politics since 1978 and an
independent consultant since 1987.
Roll Call Magazine recognized him as “One of the
money twenty two: consultants who matter”, calling
him “a hidden gem operating from his home base in
Minnesota.”
He focuses on strategy, message development and
campaign management. He integrates creating
advertising with the demanding realities of message
discipline, media placement and campaign structure
and development.
During the 1980's, he served twice as the Political
Director of the National Republican Senatorial
Committee and was Western Regional Field Director
for the National Republican Congressional Committee
(NRCC). He managed Rudy Boschwitz' successful 1984
reelection campaign.
Scott also works with corporate and association
clients in the field of issue management, focusing
on public affairs, communications and grassroots
advocacy.
He has broad national experience and extensive
contacts. Before returning home to Minnesota in
1991, he operated out of Washington, DC, for almost
nine years and spent two years in Seattle with the
NRCC.
He is a 1977 graduate of Concordia College in
Moorhead, Minnesota with a BA in Economics.
Darrell Henry
Darrell is the Vice President of Government Affairs
and runs the Washington, D.C. office for the Western
Business Roundtable. He has extensive experience
working with Congressional leaders, top
Administration staff and key players at regulatory
agencies.
Darrell has managed company and industry wide events
and political activities at multiple Republican and
Democratic national conventions and for two
Presidential inaugurals. He has produced events for
such political figures and organizations as Sen.
Lamar Alexander (TN), Sen. Jim Inhofe (OK), Sen.
Craig Thomas (WY) with the Wyoming Delegation, Rep.
Joe Barton (TX), Rep. Richard Pombo (CA), the
Republican Governors Association, Governor George
Pataki and the New York Delegation among many
others.
Since 1999, Darrell has served as Director of Public
Affairs for the American Gas Association (AGA). In
that capacity, he has earned his place as a key
player in major energy policy negotiations in
Washington, D.C. Of particular note, he managed a
broad-based coalition comprised of a number of major
federal trade organizations designed to promote
federal action on comprehensive energy legislation.
Prior to joining AGA, Darrell worked for several
Governors, including New York Governor George Pataki
and California Governor Pete Wilson. Darrell has
also earned his political campaign stripes on U.S.
Senate, Congressional and Gubernatorial campaigns,
including the re-election campaign for Senator
Alfonse D’Amato (R-NY). He has over 15 years of
cumulative campaign and political experience.
Darrell earned a BA degree in political science from
The American University in Washington, D.C. and a
Masters degree in public administration from the
University of Southern California.

STAFF
LESLIE
WILCOX Leslie Wilcox puts a
dynamic array of grassroots experience and
tactical intuition to work for her clients. Her
talents in ally recruitment and event planning
stem from an accomplished background as a GOTV
organizer, campaign manager and legislative
assistant.
In 2006, Leslie helped lead a Republican voter
turnout drive in Minnesota that ranked among the
top efforts nationally. A successful campaign
manager, she has also worked at the Minnesota
Legislature and Senate Republican Caucus
specializing in policy research, media
communications and relations with state agencies
and special interest groups.
NOAH
ROUEN Noah Rouen utilizes his media
connections and his skill in media training,
event planning and staging, to create effective
grassroots campaigns for clients nationwide and
throughout the Midwest.
As Midwest Political Director for a national
trade association, Noah implemented media and
grass-tops campaigns for labor/management,
health care and small business tax policy. Noah
also spent two years as a staffer and Press
Secretary for U.S. Senator Rod Grams, and has
worked for several state and federal campaigns
across the country.
JOHNNA
KOUNTZ Johnna Kountz uses her talent,
skills, and experience to establish
relationships and earn support from advocacy
groups, volunteer organizations, and trade
associations. Her background in public policy is
distinguished by numerous achievements in
coalition outreach, advocacy, and grassroots
coordination.
Johnna worked as Field Representative for US
Representative Mark Kennedy, participating in
coalitions and strategic planning for health
care and ethnic community concerns. She worked
with the Bush/Cheney ’04 Campaign, coordinating
voter registration and Election Day projects,
and has extensive Washington Congressional
credentials.
NATE
PROUTY Nate Prouty works with advocacy
organizations, volunteer groups, and trade
associations to foster support and participation
in numerous community-based objectives.
Combining his experience in communications and
media relations with his managerial skill and
creative talents, Nate has directed successful
constituent outreach campaigns at the local,
state and federal levels. He has held posts with
the Minnesota House of Representatives, the
Congressional Office of Mark Kennedy, the
Minnesota Department of Education and the Office
of Governor Tim Pawlenty.
ROCHELLE
DODGE Rochelle Dodge works with state
and community-based organizations to build broad
partnerships and facilitate public interaction.
Her leadership in the field adds lasting value
to the advocacy and awareness goals of our
clients.
Formerly, Rochelle worked as District Scheduler
for US Representative Mark Kennedy, working with
businesses, non-profits and civic leaders as
well as organizing and coordinating events. She
also served as the Congressman’s Minority
Outreach Coordinator.
